in order to safeguard people’s life safety and health and guarantee safety production and application of paraquat, the ministry of agriculture, the ministry of industry and information technology and the general administration of quality supervision, inspection and quarantine decide to take restrictive control measures on paraquat. related matters are now announced as follows.

i. from the date of issuance of the announcement, the approval will be suspended for new paraquat technical material production and formulation processing plants and sites; new application for field test, registration and production permit (including production certificate and production approval documents, the same below) will be suspended for technical material and water aqua (including ready-mixture water aqua of paraquat, the same below); the approval for new registration and production permit will be suspended for technical material and aqua of paraquat.

ii. as of july 1, 2014, the registration and production permit have been revoked for paraquat; the production of paraquat has been suspended; the registration for the export and overseas application of water aqua by technical material manufacturers has been reserved, and the production for export has been permitted. from july 1 2016, the sales and application of water aqua will be suspended in china.

iii. reapprove the label and change the pesticide registration certificate and pesticide production approval documents. contents like emergency call number are added to the original contents of the label, and marked warnings are also labeled. contents like the name of the technical material manufacturing enterprise are added to the original contents of the pesticide registration certificate and pesticide production approval documents. paraquat manufacturing enterprises should apply to relevant departments for re-approval of label, change of pesticide registration certificate and pesticide production approval documents in a timely manner. unchanged pesticide registration certificate and pesticide production approval documents have been no longer reserved as of january 1, 2013; products without the reapproved label should not be put on the market; the products with the original label in circulation could be kept on shelves before december 31, 2013.

iv. manufacturing enterprises should produce paraquat products in strict accordance with related standards, such as adding adequate emetic, odorizor and colorant and ensuring product quality.

v. manufacturing enterprises should strengthen the direction in using paraquat and after-sales services like poisoning treatment. manufacturing enterprises are encouraged to use small bottles and provide necessary medical products like activated carbon together with the products.
